देश भर के विविध विषयी चिकित्सकों का दल जल्द पहुंचेगा मुजफ्फरपुर, बीमारी के कारणों का करेगा पड़ताल

बिहार में चमकी बुखार से मर रहे शिशुओं के आंकड़े थमने का नाम नहीं ले रहे हैं। अब तक 105 से ज्यादा शिशुओं की जान जा चुकी है। इस बीच मुजफ्फरपुर दौरा कर नई दिल्ली पहुंचे स्वास्थ्य मंत्री ने एक उच्च स्तरीय बैठक की और बिहार में एईएस/जेई बीमारी से उत्पन्न स्थिति की समीक्षा की। इस बैठक में स्वास्थ्य मंत्रालय, आईसीएमआर तथा एम्स के वरिष्ठ अधिकारी उपस्थित थे। बैठक में स्वास्थ्य और परिवार कल्याण राज्यमंत्री श्री अश्वनी चौबे भी उपस्थित थे।
चमकी या दिमागी बुखार पर शोध करने के लिए खुलेगा शोध केन्द्र
स्वास्थ्य मंत्री ने तत्काल प्रभाव से एक उच्चस्तरीय बहु-विषयी टीम बिहार भेजने का निर्देश दिया है। यह टीम मुजफ्फरपुर में अत्याधुनिक बहु-विषयी अनुसंधान केन्द्र स्थापित करने के लिए प्रारंभिक कार्य करेगा। डॉ. हर्षवर्धन ने कल अपनी समीक्षा में मुजफ्फरपुर में ऐसे अनुसंधान केन्द्र की स्थापना के बारे में राज्य को आश्वासन दिया।
उन्होंने कहा कि बीमारी के कारण को जानने के लिए एक अन्तर विषयी उच्च गुण्वत्ता सम्पन्न अनुसंधान टीम की तत्काल आवश्यकता है। अनुसंधान टीम एईएस/जेई बीमारी से पीडि़त बच्चों के साथ काम करेगी और बीमारी की अवधि, बीमारी चक्र, पर्यावरण कारणों तथा मापन डाटा तथा अन्य कारणों पर गौर करेगी।
डॉ. हर्षवर्धन ने कहा कि राज्य के विभिन्न जिलों में पांच वायरोलॉजीकल प्रयोगशालाएं स्थापित की जाएंगी। जिलों के चयन के बारे में निर्णय राज्य सरकार की सलाह से लिया जाएगा और इसका धन पोषण राष्ट्रीय स्वास्थ्य मिशन के माध्यम से किया जाएगा।
डॉ. हर्षवर्धन ने मुजफ्फरपुर यात्रा के दौरान राज्य सरकार द्वारा एसकेएमसीएच में 100 बिस्तर का शिशु रोग आईसीयू स्थापित करने का निर्देश दिया। इसके अतिरिक्त केन्द्र की सहायता से पड़ोसी जिलों में 10 बिस्तरों का आईसीयू स्थापित किया जाएगा।

पांच वर्ष पूर्व भी डॉ हर्षवर्धन ने की थी कुछ ऐसी ही घोषणा
24 जून 2014 को अपने फेसबुक पोस्ट में डॉ. हर्षवर्धन ने लिखा था कि मैं तीन दिनों के बिहार दौरा पर था। इस दौरान इंसेफलाइटिस से पीड़ित मुजफ्फरपुर जिले के प्रभावित गांवों में गया। वहां की स्थिति का जायजा लिया। उन्होंने उस समय सेकेंड जेनरेसन हेल्थ रिफॉर्म की बात की थी। उन्होंने यह भी कहा था कि 100 बेड का पिडियाट्रिक आइसीयू बनाया एसके मेडिकल कॉलेज में बनाया जायेगा साथ ही इस बीमारी से प्रभावित जिलों में 10 बेड का पिडियाट्रिक आइसीयू भी बनाया जायेगा। लेकिन बात आई गई और हो गई। अभी तक न तो ये आइसीयू बने और न ही बच्चों की मौत थमी। नीचे डॉ. हर्षवर्धन का अंग्रेजी में लिखे उस पोस्ट को दे रहे हैं। आप खुद पढ़ ले की उस समय के तत्कालिन स्वास्थ्य मंत्री ने मुजफ्फरपुर मामले में क्या कहा था?

I was on a three day visit to Bihar from 20 to 22 June 2014. The visit was aimed at appreciation of situation on the ground in one of the disease affected States where morbidity and mortality of children in the current outbreak of encephalitis related disease had attracted focused concern of the Ministry.
In Muzaffarpur District, I went to some of the affected villages, Intensive Care Units in Sri Krishna Government Medical College Hospital and to AES Ward of the Kejriwal Hospital run by a charitable Trust.
I was informed about the progress of the health sector and the proposed 2nd generation health sector reforms by the Bihar Health Secretary in a meeting at District headquarters .The meeting was attended by Bihar Health Minister, Members of Parliament and MLAs of Bihar belonging to BJP, Professors of Medical College, other medical professionals, WHO experts, UNICEF experts, American experts from CDC Atlanta and teams of District Officials. After detailed discussion in the meeting, I urged the State Government to go beyond the targets set for the 2nd generation health sector reforms, specifically in respect of IMR, MMR and immunization.
I announced that diseases such as Kala Azar, Measles, Filariasis and Leprosy would be eradicated from the country in the coming years, 100 per cent vaccination should be ensured so that no child goes without immunization. The aim should be to achieve drastic reduction in IMR and MMR in the State.
A 100-bed Paediatric ICU would be set up at SK Medical College Hospital. In the adjoining districts 10-bed Paediatric ICUs would be set up. The SK Medical College Hospital would be upgraded to super-specialty standards. I also announced setting up of five Virological Diagnostics Laboratories in the State at Gaya, Bhagalpur, Bettiah, Pavapuri and Nalanda. Two Multi-Disciplinary Research Units will be set up, one each at Muzaffarpur and Darbhanga. New research initiatives on encephalitis were announced. Model Rural Health Research Unit on Kala Azar would be set up in Muzaffarpur district. MCI would be requested to look into extension of medical seats from 150 to 250. I also asked the officials to meet MCI requirements for medical seat extension and stressed the need of preventive health and making healthy Indians a mass movement by enlisting participation of all sections.
I met the parents of disease affected children in Village Shahbazpur in Kanti Block of Muzaffarpur and administered JE vaccine to children in an Anganwadi Centre in Shahpur Panchayat and inspected PHC Kanti and met the indoor patients at the maternity ward of the PHC.
I had detailed deliberations with the Chief Minister. I informed the Chief Minister that my Ministry would do everything possible to halt the morbidity and mortality of mothers and children. The Chief Minister stated that his Government had taken many steps for improving the health scenario in the State and added that his Government was committed to give additional land of 50 to 100 acres for expansion of AIIMS Patna.
I also visited AIIMS Patna and inspected the facilities being set up there. I also met the faculty and students of AIIMS Patna.
